What is Targeted Youth Support?
The government as part of the Youth Matters green paper (2005) set out its vision of Integrated Youth Support (IYS) services helping all young people achieve the five Every Child Matters outcomes through the coherent, young person centred delivery of information, advice and guidance, support development opportunities and positive activities.
Targeted Youth Support (TYS) is central to this – it is integrated delivery in action for vulnerable teenagers.
Targeted Youth Support provides a framework for local areas to develop their own arrangements reflecting the local context, providing early identification of vulnerable young people, prevention of problems before they escalate, and joined up support co-ordinated by a lead professional when problems do emerge. Its rationale is that, since they may have complex and multiple needs which cannot be met by mainstream or specialist services in isolation, a collaborative, 'joined up' approach is needed. Targeted Youth Support must reflect the views, experiences and needs of local vulnerable young people, their families and communities.
