Police Inclusion Programme (PIP)

A new final evaluation report has been produced on the first Police Inclusion Project (PIP). -

The Bradford YOT is working in partnership with the West Yorkshire Police, PRISM for young people and the Brathay Trust.  This is the second Police Inclusion Project which targets 12 young people aged 13-16 years from across the Bradford District who have received a police reprimand or final warning and are at high risk of further offending or social exclusion.

The project aims are:

  • To intervene in the offending cycle of behaviour of 12 young people aged 13-16 years old who have been reprimanded.

  • To provide a process of social inclusion and citizenship education for the target group.

  • To increase individuals’ levels of social interaction and ability to function within society.

  • To develop a sense of self-awareness among the young people which takes into account the impact of behaviour on others and the community.

  • To promote awareness of drug misuse and encourage a healthy lifestyle within the home environment.

  • To forge healthier relationships between West Yorkshire Police and the young people of the district.

The project will be delivered over three academic terms, and will be preceded by a two day staff team development event.  Each term will offer a variety of diverting, structured sessions for action and reflection.  Moreover, the three terms together will provide an integrated programme designed to offer progressively challenging content and processes.  It will address the following core themes: 

Citizenship;
  Crime and Consequences, Crime as Portrayed in the Media, Rights and Responsibilities, Anger Management, Film Making e.g. crime and the environment.

PHSE;
Accredited 1st Aid, substance use, self confidence and esteem and making positive life choices, e.g. exploring attitudes to risk.

The intervention will work from the principles of group work and informal education.  As such, some of the content of the last term’s programme will be delivered through discussions with the young people.  This will address issues such as inclusion, shared understanding and intrinsic motivation for the young participants.  Adventurous outdoor activities requiring young people to engage physically, mentally and emotionally will provide the vehicle for personal and social development during the programme.  These will be pitched at such a level that the young people perceive real challenges with consequences. 

Whilst presenting positive diversions for the young people, as well as opportunities to achieve, these sessions will also be designed to reinforce the principles of the more explicitly content based units.   Evaluation will be based on the Youth Justice Board’s ‘ASSET’ Assessment Profile.   This tool enables a comprehensive assessment of life circumstances for each individual, and, as such can signpost specific target areas for development.  Furthermore, it provides both a baseline from which it will be possible to assess individual progress and a platform for ongoing development and support at the end of the project.


How long will the programme take to complete?
The young people’s involvement will be for 12 months.  As with PIP a final evaluation will be concluded 3 months after PIP 2 has concluded.

Who will carry out the work?

The work will be carried out in partnership by staff of the West Yorkshire Police Community Safety Departments, the BPCFYP and Brathay Hall.  Other approved agencies with complementary skills and expertise will be utilised as appropriate.

West Yorkshire Police Community Safety departments have a proven track record in the delivery of innovative crime reduction programmes.

Brathay Hall Trust have been delivering residential experiences to the client group concerned for over 40 years and are seen nationally as one of the leading outdoor specialists in this field.


Who will benefit?

Those who will benefit from PIP 2 will be the young people selected the families and carers of this group and most importantly the community of Bradford.  This will be through a reduction in recorded crime and incidents of anti-social behaviour.

Part of the programme will include sessions on drug and substance use. These will be delivered by a variety of specialists in this field.  Information and advice will also be given to parents and carers concerning drug and substance use along with other relevant material throughout the twelve months.

Police Inclusion Programme (PIP) – Windhill

The Bradford YOT is working in partnership with the West Yorkshire Police and Bradford Council Community Chest to run a Police Inclusion Programme in the Windhill area of Shipley.  The project aims to intervene in the offending and anti-social behaviour of eight young people aged 9-11 years in the Windhill area of Shipley.  The group of young people will be targeted at the stage of having either received a police reprimand or having been identified as at risk of becoming involved in the Criminal Justice System.

The project aims are:

  • To intervene in the offending cycle of behaviour of 8 young people aged 9-11 years old who have been reprimanded or identified as being at risk of offending.

  • To provide a process of social inclusion and citizenship education for the target group.

  • To increase individuals’ levels of social interaction and ability to function within society.

  • To develop a sense of self-awareness among the young people which takes into account the impact of behaviour on others and the community.

  • To promote awareness of drug misuse and encourage a healthy lifestyle within the home environment.

  • To forge healthier relationships between West Yorkshire Police and the young people of the district.

Two officers from the Keighley Police Division Community Safety Department will carry out the work.  These officers are PC Lee Holmes and PC Glyn Butterworth both Youth Project Officers.
