National Performance Bulletin
New National Reoffending Rates have been published
by the Ministry of Justice (12 December 2011) with
Bradford headlines showing a 37% decrease in
the number of re-offences (2005-2009) and a 33.5%
decrease in the number of offenders (2005-2009).

Restorative Justice Clinics
Bradford YOT, West Yorkshire Police and Youth
Service will launch
Restorative Justice Clinics in
Shipley/Keighley in October 2011 and the rest of
Bradford in January 2012.

West Yorkshire Custody Reinvestment Pilot
The key element of this new project are:
a) Improve Engagement with young people and reduce breach of Community Sentences. (Highest reason for being sentenced to custody in 2010/11 was breach of an existing order).
b) Engagement of families. Bradford YOT is launching a new Youth Justice Family project targeting young people at risk of custody in the Crown Court. Flyer attached Appendix E.
c) Remands. To focus on supporting young people being bailed from Remands to Custody to a robust bail supervision package called Bail Intensive Supervision and Surveillance Plus. This will be a specific programme offering up to 6 days supervision and contact on a Sunday.

Criminal Justice Statistics for 2010
The Ministry of Justice have published their
Criminal Justice Statistics
Quarterly Update to December 2010. It shows
reductions in juveniles being sentenced by court and
reductions in those being given custodial sentences.

Bradford YOT
Volunteer Awards 2011 inc. The Arthur Goff
Outstanding Bradford Volunteer Award 2011
appropriate adults and mentors was recognised at an Award Ceremony held in the Banqueting Suite at Bradford City Hall. The awards were presented by the Lord Mayor of Bradford, Councillor Peter Hill. The 'Arthur Goff Award’, was awarded to Ian Greenwood (left, below) for his outstanding volunteering contribution.

YOT Inspection Report
Bradford YOT has been described as having committed
staff dedicated to providing better outcomes for
young people by inspectors.
The multi-agency inspection team from Her Majesty’s
Inspectorate of Probation, said that the “Youth
Offending Team has a committed staff group and
management team, and strengths in its partnerships
and the range of interventions that it provides.”
Although the inspection took place in November 2010,
the report was not officially published until
February 2, 2011.
Coun. Ralph Berry, Executive Member for Children and
Young People’s Services, said: “I am very pleased
with the result of this inspection which indicates
the strength of the work done by staff at the
multi-agency Youth Offending Team to help young
offenders realise what they have done, how they have
harmed victims and communities and to help them stop
offending."
The inspectors were particularly impressed with the
way the team worked together to share information
about languages and cultures, their positive
relationships with community-based organisations,
and they way they continually sought the young
people’s views.

Bradford Services to Children and Young People
Procedures Manual
Staff can now access new procedures via an online
manual produced by Tri.X. It provides:

YOT procedures linked to national standards

Forms part of children's services procedures

Integrates YOT procedures with safeguarding procedures

Ensures up-to-date information

Bradford YOT Reducing Reoffending /Custody
Bradford YOT is the lead agency in a new Communities
and Local Government (CLG) funded project to utilise
Bradford data to give clearer picture of the needs
of young offenders and families, with the aim of
reducing offending, improving public confidence in
the Criminal Justice System, making people feeling
safer in their local community and increasing in the
number of people engaging in civil society providing
a stimulus for social cohesion.
The project will also enable better use of
customer-led information on youth crime and local
areas working with CACI and the Bradford
Observatory.
Easy Read Information
Bradford YOT have been instrumental in the
development of booklets and leaflets to
address the needs of young people with poor literacy
skills or speech and language difficulties.
The straightforward wording supported by clear
images will help many young people understand what
will happen to them during their order, the help and
support available to them, and the consequences if
they do not comply. The orders covered are:
